Self-Pay and COBRA

This section describes your options for continuing your employer-paid benefits coverage if that coverage ends. This is a is a summary only. For more information, refer to the section titled, “Self-Pay Options When Employer-Paid Coverage Ends” in the Summary Plan Description (1.1 MB PDF). Your employer-paid coverage may end due to certain events. You can continue your coverage for a limited time by making self-payments through:

  • JBT self-pay coverage
  • Coverage under the Consolidated Omnibus Budget and Reconciliation Act (COBRA)

These two options for continuing coverage are independent of each other. You must choose between JBT self-pay coverage or COBRA coverage. You cannot choose both.

Self-Pay vs. COBRA

Your rights under JBT self-pay and COBRA differ. They are based on the reason for the loss of your coverage. For example, if your child reaches age 19 and loses coverage or you and your family lose coverage because you are terminated, the only option available is COBRA. However, in other situations, for example, if you lose coverage because of a lay-off, you will have a choice between the JBT self-pay option or COBRA.

The table below summarizes when you can elect JBT self-pay or COBRA continuation coverage, and how long that coverage will last. Refer to the Summary Plan Description (1.1 MB PDF) for a complete description of the rules that apply in each situation.

Loss of 1400 Hour status

You cannot elect JBT self-pay. However, you may be eligible for employer-paid coverage under the Non-1400 Hour Plan.

Up to 18 months if the military leave is treated as a leave of absence and you elect COBRA. Alternatively, coverage may be continued under USERRA for up to 24 months.*

Divorce

The number of months you can continue coverage under COBRA is reduced by the number of months your employer paid for your coverage when you were not working. For example, if your employer paid for coverage while you were laid-off for 12 months, you can only pay for COBRA coverage for another six months. You and your dependents will be provided with your right to elect COBRA or JBT self-pay coverage following the end of employer-paid coverage for lay-off, plant closure or disability.


IMPORTANT: If you elect JBT self-pay coverage, you and your dependents will not be entitled to elect COBRA coverage through this plan in the future.

Levels of Coverage and Cost

You pay the premium cost for your JBT self-pay or COBRA coverage:

  • If you elect COBRA, you have the option of just paying for medical and prescription drug coverage, or for medical and prescription drug coverage plus dental and vision.
  • If you purchase JBT self-pay coverage, you get the entire benefit package and pay its full cost.

The JBT Board of Trustees sets premium rates for JBT self-pay coverage and the two COBRA coverage options. Contact the JBT Administrative Office at 1-800-JBT-HELP (1-800-528-4357) to request the current rates.

Election Period and Payment of First Premium

JBT self-pay coverage must be elected and paid for by the sixth day of the month following your loss of employer-paid coverage. For example, if you lose coverage on September 2, you must elect and pay for JBT self-pay coverage by October 6.

COBRA coverage provides for a 60-day election period following your coverage loss. You’ll have a brief grace period before you need to make your first payment.

Making Your JBT Self-Pay or COBRA Choice

You’ll need to think about several things when making your JBT self-pay versus COBRA choice, for example, how long you want or need coverage, the type of coverage you need (e.g., medical and prescription drugs only, or dental and vision coverage as well) and the cost for coverage.
